A PLAN TO REDUCE NOISE (& INCREASE PROPERTY VALUE)
i circulsated this as a petition in my neighborhood. thought this might interest u.
my plan was based on the following observations people cut their lawns at different times usually. what if they were to cut their grass roughly simultaneously would that not be a lot quieter? therefore i propose: that all machine activity be it personal or commercial take place from 9-10AM in the morning and 4-5PM in the evening from May 1 to August 1 (village hours are now 7-9).
1) so . . .”noise is not a problem here” i suggest you compare winter noise with that in summer, now in the summertime walk the area at 5AM and compare it with noise during the working day. further listen to the leaf blowers in the fall. even if the noise doesn’t bother you it might others whom i have heard say so and they may have rights to quiet.
2) so . . .”14 hours is not enough time” look at it this way consider each hour as one chance to cut. . your grass yielding 14 chances/week/person (29 chances for 2 people). if this is not enough time the hours can always be increased or even staggered ie. combined into 2 hour periods. if you can’t get it done in a given week do it in the next.
more details: what is the neighborhood you propose to affect? that would be all residences on the west side of Berkeley and both sides of Santa Monica between Hampton and Chateau. what about the adjacent neighborhoods? depending on your response i would be happy to leaflet them.) what about noisy commercial services? let them know the proper times and see how they respond ($’s talk) ((then maybe get a competitor if they don’t.)) what about property values? if people follow the plan of course they go up especially when a potential home buyer sees how limited the noise hours are
